Concord Girls Softball League, LLC

Article I - ORGANIZATION

Sec. 1.

The Concord Girls Softball League, Inc. (hereafter referred to as CGSL, DBA Concord Girls Softball and Cobras) is a non-profit organization that operates for the purpose of promoting, sponsoring and instructing females in the areas of amateur slow and fast pitch softball.

Sec. 2.

  1. The governing body for the CGSL consists of a Secretary, Treasurer, Legal, Commissioner and President of Travel, Commissioner and President of Recreational,..(hereafter referred to as the Executive Board or Board of Trustees).
  2. All Executive Board members are considered volunteers of the CGSL and are provided with no compensation, monetary or otherwise.
  3. All Executive Board member positions are appointed by current board every three years (beginning with the 2015 season).
  4. Prospective Commissioner's must have served at least one year as a Manager, Committee chairperson or Division Coordinator to be eligible to serve on the Executive Board.  An Executive Board member may serve consecutive terms.
  5. The Commissioner of Travel, Commissioner of Recreational, Secretary, Member and Treasurer are appointed by the Executive Board every three years.   This will take place in December.
  6. For voting purposes, each member of the Executive Board has one (1) vote.  No Executive Board member may “abstain” from a vote.
   

Sec.3.

  1. The CGSL shall abide by the guidelines and rules set forth by the U.S.S.S.A. (Recreational pitch), and the A.S.A. (Travel pitch), except where provisions are made to satisfy local conditions of League play.
  2. Rules and regulations for each division in each league are approved by the Executive Board, and are made available to all Managers each season.
   

Sec. 4.

  1. Each year the Commissioners of Travel and Recreational have the authority to appoint division coordinator(s), based on the needs of each division.
  2. Each year the Commissioners of Travel and Recreational have the authority to appoint team managers, based on the needs of their divisions.
  3. Each year the Commissioners of Travel and Recreational have the authority to organize their divisions, based on the division needs for the season.
  4. The Executive Board may develop separate committees as needed for league organization.  Each committee will have a chairperson, appointed by the Executive Board.
  5. All division coordinators, managers, coaches and committee members are considered volunteers of the CGSL and are provided no compensation, monetary or otherwise and can be removed at any time by Commissioners of Travel and Recreational.
   

Sec.5.

The CGSL by-laws and Rules and Regulations will be reviewed by the Executive Board on a yearly basis.  Where needed, appropriate changes to the CGSL by-laws and Rules and Regulations will be voted and approved by the Executive Board.

Article II - PARTICIPANTS/REGISTRATION

Sec. 1.

The CGSL may consist of female players from the ages of five (5) years old to eighteen (18) years old, and does not discriminate in race, color or creed.

   

Sec. 2.

  1. Players must register each year to play for the CGSL, in the spring, on a date determined by the Executive Board.
  2. Registration of players will include proof of age and insurance coverage verification.  Parent signature is required for all registrants under the age of eighteen (18).
  3. A registration fee will be paid by all players prior to participation on any field used by the CGSL.  Registration and fundraising fees will be determined by the Executive Board prior to registration notification.
  4. In the case of financial hardship, the Executive Board may accept a player registration without payment of a registration fee.  The player will be required to participate in the seasons fundraiser, if applicable.
  5. No PLAYER is allowed to play without paying fee and signing contract/insurance form
  6. NO REFUNDS

Article III - INDIVIDUAL PLAYER ELIGIBILITY

Sec. 1.

A player is eligible to compete in the CGSL as long as she abides by the CGSL Rules and Regulations, when listed as a member of an eligible team.

   

Sec. 2.

A player is classified as an amateur athlete and will not receive any type of compensation, monetary or otherwise, for participation in the CGSL.

   

Sec. 3.

The method used to classify a player as a participant in the CGSL will be governed by the rules made by the Executive Board.

   

Sec. 4.

A player may not be on another qualified team’s roster within the same playing division and season, with the exception of participation on a sanctioned CGSL tournament team and on Tournament teams. Tournament players may request which team they and coach they want to play for.  It is the player and parents decsion.

Article IV - LEAGUE/DIVISIONS

Sec. 1.

The CGSL consists of both a Recreational league and Travel teams. Divisions and age limitations are determined each year by the Executive Board, based on the number of paid registrants.

   

Sec. 2.

A players age on January 1st of the playing year determines the age classification in which the player is eligible to participate.

   

Sec. 3.

  1. A division, within a league of the CGSL, may participate in inter-league play with another city/cities if approved by the Executive Board.
  2. If inter-league play occurs, and team playing on a CGSL regulation playing field will abide by all rules and regulations set forth by the CGSL.

Article V - TEAMS

Sec. 1.

Teams in each division, within a league of the CGSL, will consist of no fewer than eight (8) players, and no more than fifteen (15) players for Recreational softball and no more than fifteen (15) players for Travel.

   

Sec. 2.

The number of teams in each division, within a league of the CGSL will be determined by the Executive Board based on player registration.

   

Sec. 3.

A team is eligible to compete in the CGSL as long as the team abides by the CGSL rules, as stated for their division.

   

Sec. 4.

  1. Managers will be chosen each season by the Commissioner of Travel and Recreational.
  2. An adult, over the age of eighteen (18), will be eligible to be named as manager, as long as the adult agrees to, and abides by, the CGSL rules and regulations stated for their division.
  3. Managers and coaches are considered volunteers of the CGSL and are provided with no compensation, monetary or otherwise and can be removed at any time by the Commissioner of Travel and Recreational
  4. A newly appointed/first time manager, or current manager who has moved into the first year of a higher division, will be permitted to choose their coach for the season.  The daughter(s) of the manager and coach will be placed on the same team.  The Commissioners of Travel and Recreational have the authority to deny a manager’s choice of coach, if it is determined that the manager is attempting to “stack” his/her team.
  5. A manager will not be permitted to choose a different coach the following season unless the daughter of the coach moves to the next higher division or chooses not to participate in the CGSL.
   

Sec. 5.

  1. Players will be placed on a team, within the division they are eligible for, as determined by age requirements.
  2. The Draft System (if applicable) or team assignments will be outlined each season by the Commissioners of Travel and Recreational.
  3. No requests for team placement will be guaranteed, with the exceptions of sisters playing within the same division and/or Mighty-Mite division players.
  4. Any player moving to a higher division may be placed in the Draft System, as outlined by the Commissioners of Travel and Recreational.  The daughters of an appointed manager/chosen coach/sponsor will be placed on the same team.
  5. A request made by a player, not to be placed on a particular manager’s team or to switch teams will be honored, after review and approval by that league Commissioner's.
  6. A request made by a manager not to have a particular player placed on their team will be honored, after review and approval by that league Commissioner's.

Article VI - SCHEDULES

Sec. 1.

Schedules will be made for each division by the Commissioners of Fast and Slow pitch, or someone that the commissioner appoints.  The scheduling format used each season will be determined by the Commissioners of Fast and Slow Pitch, based on the number of teams in each division.

   

Sec. 2.

Each team will play all teams in their division at least once per season.

   

Sec. 3.

  1. A play-off format will be determined each season by the Commissioner of Recreational and, based on the number of teams within a division.
  2. The number of trophies/awards to be presented each season will be determined by the Commissioner Recreational, with the approval of the Treasurer.

Article VII - UMPIRES

Sec. 1.

The CGSL will provide umpires for all scheduled games. Where possible, local persons trained in the U.S.S.S.A. and/or A.S.A. rules and regulations, will be utilized.

   

Sec. 2.

Umpires will be paid, based on local competitive fee schedules, as outlined by the Treasurer.

   

Sec. 3.

If scheduling permits, and with the approval of the Treasurer, two (2) umpires will be utilized for all play-off and championship games.

   

Sec. 4.

  1. Umpires shall abide by the guidelines and rules set forth by the U.S.S.S.A. and/or A.S.A. except where provisions are made to satisfy local conditions of league play.
  2. Umpires and managers will be provided with the official CGSL rules prior to the start of the season.

Article VIII - TOURNAMENT TEAMS

Sec. 1.

All players participating in the CGSL, and listed on a house CGSL team will be eligible to participate in the try-out system for the CGSL sponsored tournament team(s).

   

Sec. 2.

  1. All players participating in the CGSL will be informed of dates for try-outs for the tournament team they are eligible to play for, based on age limitations.
  2. Players who participate in try-outs must be present one (1) out of three (3) try-out dates in order to be eligible to be named a tournament player, unless prior arrangements are made with the tournament manager.
  3. Players who are chosen to participate on a CGSL tournament team will be required to pay a “starting fee” upon notification of team placement.  This fee will be determined by the Executive Board, and will be deposited into the tournament treasury.
  4. Players who are chosen to participate on a CGSL tournament team are required to abide by all CGSL, U.S.S.S.A. and A.S.A. rules and regulations.
  5. Players who are chosen to participate on a CGSL tournament team are classified as amateur athletes and will receive no compensation, monetary or otherwise.
   

Sec. 3.

  1. Managers of tournament teams will be chosen by the Commissioner of their league.
  2. Managers of tournament teams are considered volunteers of the CGSL and will receive no compensation, monetary or otherwise.
  3. Managers of tournament teams are required to abide by all CGSL, U.S.S.S.A. and A.S.A. rules and regulations.
  4. Managers of tournament teams will conduct tournament try-outs in a fair manner as outlined by the Executive Board.   Managers will provide at least two (2) persons, who have no association with the CGSL, to serve as judges of player try-outs.  Each player will be judged on skills as outlined by the Executive Board and rated by a numerical system.  Players will be chosen to participate on a tournament team based on the highest scores attained and team needs.
  5. Managers of tournament teams may name their own coaches after the tournament team has been chosen.  All coaches are required to abide by all CGSL, U.S.S.S.A. and A.S.A. rules and regulations.
  6. The daughter of a named tournament team manager will be automatically placed on the tournament team, and is not required to participate in the try-out selection.
   

Sec. 4.

  1. The CGSL are sponsors of all sanctioned tournament teams bearing the name, “Cobra's”.
  2. The CGSL will provide appropriate uniforms for players, managers and coaches as funds are available.
  3. The CGSL permits/encourages fund-raising by parents, players, managers and coaches to defray the costs of the tournament team.  All funds raised by the tournament team will be deposited into the league treasury.
   

Sec. 5.

  1. The Executive Board will name a tournament treasurer for each tournament team bearing the name, “Cobra's”.
  2. The tournament treasurer will be responsible to work with the league treasure to identify expenses and available funds, and work with the tournament team manager for all appropriate expenses.  These expenses include, but are not limited to, tournament entrance fees, tournament travel, food and uniform expenses.
  3. All funds raised by the tournament team will be used to cover the tournament team for appropriate expenses.  At the end of a tournament season, any remaining funds will be returned to the CGSL treasury, and used for league expenses.

Article IX - LEAGUE FINANCES

Sec. 1.

All funds collected by the CGSL for the purposes stated above, will be deposited into a league treasury (account).

 

   

Sec. 2.

The Executive Board will be responsible for management of all funds collected by the CGSL.

   

Sec. 3.

The Treasurer of the Executive Board will be responsible to maintain the CGSL accounts, as outlined by the Executive Board.

   

Sec. 4.

  1. All expenses approved by the Executive Board will be paid in a timely manner by the Treasurer of the Executive Board.
  2. All expenses exceeding one hundred dollars ($100.00) will be approved by that league Commissioner's and by the Treasurer of the Executive Board.
  3. As funds permit, the Treasurer of the Executive Board will deposit monies into an interest bearing account(s), for future needs of the CGSL.
  4. All funds at end of season are used for organization, no carry over of funds are permitted for teams and all teams and players are responsible for paying league fees to participate.
   

Sec. 5.

A yearly financial report will be drafted by the Treasurer of the Executive Board, and filed for record keeping purposes.

   

Sec. 6.

  1. The appropriate non-profit tax forms will be drafted and filed, on a yearly basis, by an accountant/accounting firm named by the Executive Board.  A copy of these forms will be kept on file with the CGSL, for record keeping purposes.
  2. A fee will be paid by the CGSL for any accountant/accounting firm tax form preparation.
